Signal estimates its running costs for technical infrastructure at $14 million in 2023, increasing to $50 million by 2025, far below major profit-oriented messenger services.
Personnel costs for the 50 full-time employees add up to around $19 million.
Signal's costs are lower than WhatsApp's due to fewer users and less data storage and processing.

This is *not* what the blog post said. The source link cherry picked information and wrote an article about it.
The Signal blog post said the total cost per year to run Signal in its entirety, not just infrastructure, will be ~$50M by 2025:
"We estimate that by 2025, Signal will require approximately $50 million dollars a year to operate—and this is very lean compared to other popular messaging apps that don’t respect your privacy."
