As a developer, I found myself constantly lost in a sea of tabs and windows, which meant vital pieces of information were always a click away when I needed them most. This constant context switching was killing my productivity. I needed a way to keep essential info in sight, without it getting buried. That's when the lightbulb went off. What if I could create a tool that would allow anyone to capture any part of their screen and pin it above all else? I built a browser called Lift that does this but for streaming services lol. It's def useful to have an always on top window

Windows powertoys provides an always on top function for entire app windows. There is also the sysinternals tool zoomit. I have never tried, but theoretically you could use zoomit to capture a live portion of a window and powertoys to make it always on top.
